Just a stab in the dark here, but I would imagine

Object library contains definitions of properties/methods/events pertaining to Oracle objects

and

PL/SQL library contains functions and procedures that are grouped together (maybe all invoice distribution functions/procedures are in the same package and that package is one portion of the invoice library)
